In recent months, some of the developers that were interested in Luther Seminary’s lower campus have decided not to pursue redevelopment there; therefore, Luther Seminary and Inland Development Partners have mutually agreed not to move forward with plans for redeveloping the lower campus.

Due to changes in the environment, including increased costs to redevelop the site and changes in policy, including the rent control ordinance recently passed in the city of St. Paul, Inland Development Partners has determined the project is not currently economically viable, and the seminary agrees with that conclusion. We appreciated IDP’s partnership in working through the many complexities of this project.

The seminary is studying the best way to move forward in the current environment. We remain committed both to selling the land in order to better fulfill our mission and future development that furthers the city of St. Paul’s goal to provide affordable and mixed-use housing. The lower campus remains a valuable asset, and Luther is in a strong position to wait until the environment is more favorable.

Luther Seminary has leased Stub Hall to Ramsey County since December 2020 to temporarily house women and couples experiencing homelessness. The shelter, which has capacity for 50 people, will remain open through May 31, 2022, at which time Ramsey County’s lease will expire.
