Regulations for Online (Distance) Education
Luther Seminary is excited to offer degree programs to students residing outside of Minnesota through our distance learner program. The Department of Education regulates that only students living in authorized states may enroll in Luther’s online distance program. Our participation in The National Council for State Authorization Reciprocity Agreements authorizes us to operate in the majority of states. Additionally, students in Florida and California may also enroll in Luther’s online distance program since we have no physical presence that would trigger regulation in these states.
Luther Seminary is committed to providing a positive educational experience for all of our students. Enrolled and prospective students can file a complaint related to the accrediting standards, ecclesiastical commitments and/or applicable state or federal laws and regulations with the Dean of Students Office:

If a complaint cannot be resolved at the seminary level, you may contact the Minnesota Office of Higher Education. If you reside in another state, you may contact your local state agency for further information.
Once the complaint is filed, the Dean of Students will follow the grievance policy as outlined in the grievance procedure outlined below. The complaint will be shared with the Director of Institutional Effectiveness for submission to the appropriate agency (ATS, HLC, ELCA, UMC, state of MN or the federal government). Both the Dean of Students and the Director of Institutional Effectiveness will maintain a record of the formal complaints. The Director of Institutional Effectiveness will maintain the outcomes of any review completed by an outside agency.
